The Senate Bill 14 Risk Reduction Initiative

We have, for several years, pursued the goal of increased public safety through improved offender performance, thus reducing the need to revoke offenders on community supervision. The methodology utilized in this targeted risk reduction goal is one of evidence-based practices and community partnerships. The Governor and the 2007 Legislature saw the importance of this effort and, in their desire to increase the safety of Kansas communities, passed and signed into law 2007 SB 14. Among the goals of this legislation is a demonstrated reduction of a community corrections program’s offender revocation rates by at least 20% (using their FY 2006 revocation rate as a baseline).
